Project Description

The REIPAS Project strengthens expertise and collaboration within the creative industries in the Oulu region. The project brings together educational institutions, companies, and other stakeholders into a shared Pact for Skills competence network and develops new training and cooperation models that support digitalisation, the green transition, and the sustainable growth of the creative industries.

The project builds a new kind of regional competence network for the creative industries in the Oulu region. The aim is to strengthen the expertise of the creative industries – such as culture, media, tourism and event production – especially from the perspectives of digitalisation and the green transition, and to support employment and sustainable growth in the sector.

The project is implemented as a joint project, coordinated by Oulu University of Applied Sciences (Oamk) with OSAO as a partner organisation. In close cooperation with creative industry companies, educational institutions, municipalities, public organisations and sectoral networks the project will develop a permanent cooperation model that supports lifelong learning and responds to the evolving skills needs of the creative industries.

The Economic Development Centre of Northern Finland has granted funding for the Reipas project from the Just Transition Fund (JTF). The project is also co-funded by the City of Oulu.

Work Packages

1. Building the Pact for Skills Operating Model

  • Analysis of skills needs.
  • Development of a regional partnership model, roadmap, and governance structure.
  • Preparation of agreement and stakeholder commitment models.

2. Network Building, Engagement, and Communication

  • Establishment of a regional creative industries network.
  • Workshops, seminars, and networking events.
  • Regional and national communication and knowledge sharing.

3. Piloting Pact for Skills Activities

  • Implementation of targeted training and development pilots.
  • Competence modules focusing on topics such as artificial intelligence, data, virtual environments, sustainability, and the circular economy.
  • Matchmaking events connecting companies, educational institutions, and skilled professionals.

    OSAO’s Role in the Project

    OSAO participates in all work packages of the project, with a particular focus on upper secondary vocational education in the creative industries (media and tourism), cooperation with working life, the development of sector-specific skills, and improving employability within these fields.

    Throughout the project, workshops and events will be organised, and training pilots will be implemented to address current needs in both working life and education.
