Students from non-EU countries will in future be required to pay tuition fees in both general upper secondary education and vocational education and training. The fees will apply to students who begin their studies in August 2026 or later.

As a general rule, starting from August 2026, tuition fees will apply to students from non-EU countries who enter or reside in Finland with a residence permit for studies. A non-EU national refers to a to a citizen of a country other than a Member State of the European Union, Iceland, Liechtenstein, Norway or Switzerland. Tuition fees will not be charged, for example, from students who hold a permanent residence permit or from exchange students.

In the funding allocated to education providers, students subject to tuition fees will no longer be included in the state funding calculations. The tuition fee will cover the costs incurred from providing the education.

The practices of Educational Consortium OSAO will be specified further during spring 2026.
